What does a garage conversion involve?
We turn an attached or detached garage into a legal dwelling with a kitchen, a bathroom, insulation, windows and its own way in. The existing slab, walls and roof stay, which is why a conversion is usually the least costly ADU type.
An attached garage can instead become a junior ADU of up to 500 sq ft.
Do I lose my required parking?
No. As of October 2026, Government Code §66314(d)(11) says a city cannot require you to replace a garage, carport or parking space that is converted or removed for an ADU. A converted ADU also needs no new parking of its own.
Can the garage stay close to the property line?
Usually. State law does not apply the 4-foot setback to a converted structure, as long as the existing setbacks are enough for fire safety. Building in the same footprint keeps the project on the simplest track. You can add up to 150 sq ft only for entry and exit, such as a landing or stair.

What upgrades does a garage usually need?
- A check of the slab and footings, with repairs where they have cracked or settled.
- A moisture barrier and a raised or finished floor.
- Wall and ceiling insulation that meets the Title 24 energy code.
- A framed wall, window and door where the garage door used to be.
- Fire-rated construction where the unit sits near the house or a property line.
- An electrical load calculation, which often leads to a panel upgrade.
- New plumbing to the sewer line, and its own heating and cooling.
Do I need new utility connections?
Not as a rule. As of October 2026, a converted ADU is not treated as a new residential use for utility connection fees or capacity charges, unless it is built together with a new single-family home (Government Code §66311.5). You can still choose a separate meter.
When is converting the garage the wrong call?
It depends on the structure. Low walls, a slab that has dropped, or heavy termite damage can push repair costs close to a new build. In that case a detached ADU on the same spot may give you more for similar money. We inspect the garage and give you both numbers.
What does a Fresno garage conversion cost?
Block Renovation's 2026 Sacramento guide puts conversions at $80,000 to $150,000, or roughly $150 to $250 per sq ft, as of October 2026. Fresno projects can land on either side of that range. See the Fresno ADU cost guide.
