Usually, yes. As of October 2026, California law lets you convert an attached or detached garage into an ADU without replacing the parking, and the existing setbacks can usually stay if they are fire-safe. The garage then needs the upgrades of a real home: insulation, windows, plumbing, power and cooling.
Do I have to replace the garage parking?
No. Government Code §66314(d)(11) bars a city from requiring replacement parking when a garage, carport or parking space is converted or demolished for an ADU, as of October 2026.
Can I make the garage bigger?
A little. State law allows a converted accessory structure to grow by up to 150 sq ft for entry and exit only, such as a stair or landing.
If you want more space, a new detached ADU or an attached ADU follows different rules.
Does a converted garage have to meet the 4-foot setback?
No. The 4-foot side and rear setback applies to new construction, not to a conversion of an existing structure, as long as the existing setbacks are sufficient for fire and safety.

Can an attached garage become a junior ADU instead?
Yes. A junior ADU of up to 500 sq ft can be created inside a single-family home, and state law counts an attached garage as part of the home for this purpose.
See junior ADUs for the owner-occupancy and rental rules.
What work does a Fresno garage usually need?
- A slab and footing check, with repair where needed.
- A vapor barrier and finished floor over the concrete.
- Insulated walls and ceiling to meet Title 24, which matters in Fresno's hot summers.
- A new wall, window and door in place of the garage door.
- A kitchen and bathroom tied into the sewer.
- An electrical load calculation, often followed by a panel upgrade, plus a mini-split or heat pump.
What is the typical price of a conversion?
Block Renovation's 2026 Sacramento guide lists conversions at $80,000 to $150,000, about $150 to $250 per sq ft, as of October 2026.
We found no Fresno-only figure. See the Fresno ADU cost guide.
When does a garage conversion not pencil out?
It depends on the garage. A sunken slab, short walls or major termite damage can make repair nearly as costly as starting over. A garage that sits on an easement can also complicate things. We inspect it, then show you the conversion price next to a new-build price so you can choose.
